You can always plant trees on zone while you wait for people to build
Then when they build something the trees will automaticly dissapear

It's indeed intended, that you can plant trees on zones while zone declaration removes them. No real reason behind it.

It's like in real life. Big swatches of land are zoned. The trees are removed to make way for construction. Suddenly nobody has money to build the land for a few years. The trees grow back
