TheoTown changed it's icon recently. So I assume it could be a cache issue. Try clearing that in your phone settings (Settings -> apps -> TheoTown -> storage -> clear cache).

In my opinion, it looks like something your phone's system software did. Maybe you ran a cleaner (because of the broom).

imagine using file cleaner, i once had a very popular file cleaner (like 1billion downloads), and it put ads on my lock screen, and made my phone run worse, that was 2018

I uninstalled the game and reinstalled the game and that didn't help either

The icon does not matter really tbh, does not affect the game.
But do not use cleaners.
