Why I Don't See Plugin Button From This User?

Hello, In This User (
memberlist.php?mode=viewprofile&u=46345) I Don't See Plugin Button (Showcase And Store) if compared to
memberlist.php?mode=viewprofile&u=17129
I want to know why?

Perhaps I may have been wrong because it appears with me who I have published only one plugin and does not appear with other users who have published more.
Even some who have these buttons in their profile have not published any plugins. So they shouldn't have them...

You will get those options once you become a "Registered User" regardless of the amount of plugins you published.

Because it appears with me even though I have only published one plugin compared to other people who have published several, I may have been mistaken
