Restore IAPs crossplatform?

Is it possible to restore purchases with real money (unlimited speed and tunnels) to be restored to a different platform? I bought them originally on iOS, but now im using an android device.
Also, how long does it take for the game to actually restore the purchases on iOS? I've already clicked on the restore purchases and restarted my game, but they still havent returned.
