Hello
I want to create plugin but i don’t know what app do i need to create plugin

If you want to make a building plugin then I would recommend:
Pixly for pixle art and graphics,
Json editor online or Jsongenie for json
Or just use the plugin creator online for generating json files.
If these don't work out for you then you can follow tutorials on the "Tutorials and documentation" subforum.

I use Quick Edit for writing Json, pixly for the graphics

Well i cant use pixly on my phone(only for longer working android device) can i use another application to make the pixel art and Graphics?

I don't know how to create a plugin either can someone help and pixly was taken down from the app store
