Offshore platforms

Here's what I can explain:
More or likely to collecting petroleum and natural gases, and must be placed on water of course. It should be TTT because yea, it's a part of petroleum proccessing. So what I want is to have these platforms to be in the game, whether free or IAP.

They are. But you will need land with wires or a road with zones next to it to get the electricity to the city.

Floating power connector. Takes power from water and connects it to another floating power connector.
No, the electricity just travels over land. Unless through another building.
