Would be cool if added to game. Here are my examples:

To build High schools in your city, You must have Department of Education.

To have advanced roads and advanced transportation (buses, trains, etc.), You must have Department of Transportation.

To have Main Fire stations and S.W.A.T (Maybe Main Hospital soon?), You need a Department of Safety.

To have Airports (IAP) You must first have Department of Aviation.

To have Military Area, (IAP) You must have Department of Artillery.

Maybe something like
If you make the department of education
The education range increases by 5 tiles or something like that

Maybe it'll be unlocked when you upgrade the govt. hall. Just sayin' but welcomed to be added
