How to synchronize the PC version and Android.

There is a version of the game for PC. It is not possible to synchronize it with an Android phone. Help!

Connect the game with your forum account to synchronize
store plugins, diamonds (mobile versions), and online regions*.
*local cities/regions cannot be synchronized.

Ok. I connect my android game with my forum name. How i can build online region?
I can upload my local region to online?
