Thank you for reporting. The second thing is actually a bug. Will be fixed 8)
I think the first thing is not a bug. If you build something in sandbox mode it's untouchable by default. I cannot see any service buildings there, I suppose the opera is a plugin which isn't typed correctly.

So does that mean the Opera isn't typed as Service but instead the RCIs?

That's what I think, yes. The original opera won't be RCI.

Okay then. But one question, Lobby. If I add somekind of influence code (whether parks or else) on any RCI plugin, does it affect anything?
