Do the public buildings that have a management effect actually do anything for your city?

It doesn't affect anything, but you can place them if you want

"influence management":  x, ...

x= integer,
to have it show up when you search for management in game.

I'm sure it's up to your imagination.

You could implement a state, or regional capitol building that requires a certain population before it is built.
Then there could be a plugin(s) such as a university that require that capitol before they could be placed.
