Doesn't let you place plugins

What happens is that it doesn't let me put a plugin in the file with the JSON code, I already checked it and it says that it's fine and I already put the image and all that
I mean where it says plugins I made a folder and I put the handwritten JSON file and the image and the building does not appear in the game and I already checked it many times to see if something is wrong
