Is there any way to unlock Every plot???

Get at least 1000 inhabitants in the first map(s), then 1 or 2 more may be unlocked.

Yeah, I know. But is it possible to do it without inhanbits?

Try to build a city and increase the inhabitants in the city. There is no way to unlock every plot without inhabitants.
