Help with communication between cities.

I can’t figure out what to do next after connecting pipes, roads, etc. to a neighbor to start importing or exporting electricity or water?

Go to the indicated tab, then click import or export to control the amount of each service to be imported or exported.
This is only for maps in offline regions.

I connected roads and pipes, but I am being still told "Not available at the moment".
