Population counter goes flat

Alright. Whenever I start a new city, the population increases normally, like any other city. But when I get to Tier 2 or Tier 3 residential homes the population flat out stops growing. It happens in all my cities. What's going on?

There's a reason: Lack of Education in some areas of the city, where some Tier 2 or Tier 3 citizens supposedly resides, so you need to put schools in those Tier 2 / Tier 3 areas, in order to have more Tier 2 and Tier 3 populations.

Also, you are required to need both commercial, and education in order to increase the Middle Income, and High Income residents

No. That's not my problem. There are schools right next to Tier 3 residents but the population counter is still flat. ???

Myybe the problem is the lack of Tier 2 and Tier 3 Commercial Buildings, as well as Schools with High Education Influence
