These is what I think the arrangement of the IAPs:

Building Package 1 (done)
Military base (on work)
Tourist package (on work)
Building package 2 (on work)
Building Package 3 (on work)
Service Package (on work)
Airport package (on work)

I think that's right

I think the Airport is last because it the buildings is still too few..
No runways, Taxiways, and aircraft updates either.

I have no theories other than any situations I've met

There are probably a lot of buildings, Theo just doesn't want to spoil the fun
At least that's what I would do, show few buildings and hide others so it's more fun when you open Airport building selector

But the waiting is killing me, I can't sleep!
