Making plugins

How do i make plugins? Can my phone be good enough to make one ? Just wanted to try making one or be a fully fledged plugin developer. So, where should i start and what program should i use ?

It's not always easy doing pixel arts in phones imo, especially those with small screen. But you can try with pixel editor apps like Pixel Studio or Novix.
