Bug with placing buildings

When a building THAT YOU HAVE PLACED, not the ones that build automaticly, doesn't have water or power there is no building animation, it just pops into place
Please fix that (for now you can fix it by just giving power/water to the bldg) because I really like the bldg animation I find it makes the game more realistic
