Highschool suggestion

I feel wtih oen of the newest updates, it is now too hard to get the education need requirements up when its difficult to get 10k population without the highschool. Especially on small maps.
What about the idea of adding in another tier between 3k and 10k? Maybe a 5 or 7.5K unlock?

ISOP was named most beautiful school of france and it is !
In this school to learn a language, just walk in the hallways XD no one speaks french XD
