DSA Tree Cutter doesn't work

I have tree cutters in one of my cities and every time I load the game it crashes and reports there was an error.

I have no idea if my tree cutter works because it lagged the game to 0fps every time I used it. This seems to happen when it can't detect any trees nearby.
