If you place some plug in roads and you save the city, the next time you open the city the plug in roads become the latest road plug in made. This is very annoying and makes plug in roads not useful.

That will be the case if you reuse the same id for a new road.. and if you don't reuse the id and no longer have the plugin, you may have either ground or scarred land to remove.
