My idea is mostly to make a small urban center with functionality, efficiency and a lot of utility. For example, there are parking lots near hospitals, and parking spaces at police stations is usually gated off - with a private parking fenced off from the freely-available public parking. I thought this made the most sense. Same goes for fire departments.
The town hall is situated on top of the hill with a small park and lots of walkspace. There's some utilities nearby - like the radio towers and maintenance houses. It also has a water tower nearby. I thought this would make the most sense.
The stadium also boasts a much bigger parking space, as it's somewhat on the edges of the town, therefore I assume that a lot of viewers would use their own vehicles to reach it. I might consider adding a bus, but it seems redundant because the bus timetable might not always align well with the games that are potentially played inside the stadium. It also has a radio tower near it, useful for making broadcasts. or for emergency situations. Not far from it is a radio broadcasting station.
