Poor people pay more taxes than middle class people?

So apparently for residential and commercial, low income people pay more taxes than middle income people.
As you can see, for
low income, the tax to people ratio is
higher than 1:1. But for
middle income people, the ratio is
lower than 1:1. Note that both have the same tax rate. (This is in difficult mode, if that matters)
I suppose the number in the parentheses represents the number of tax payers.
Is this a bug or am I missing something?

Probably the low income buildings are not fully populated due to lack of demand, so less tax is collected.

But my question was that it

more taxes per person, if the number in parentheses means the number of tax payers.
the residential buildings were full but the commercial buildings were not.
But the problem now is that the number in parentheses
cannot be the number of tax payers.
I just counted the number of low income residents and low income workers (commercial), and both were
less than the numbers in the parentheses.

I checked if this is true for Nava Raipur and yes, I found the same thing.
