Level 3 industrials

I played this game a lot and i don't get how to build level 3 industrial buildings... Are they even in the game or they will be added later? Or maybe i'm just stupid... Anyway,can anyone give me some tips on how to build them if they do exist in the game?

In SC there are 3 types of RCI low, medium & high which you can choose to build but Theo town charts does show 3 levels but we can't choose which to place so I think they build automatically, but if there's demand for it then we should be able to place high industrial but we can't maybe something for Theo town devs to look at.

At the moment, we still have far too little Level 3 industrial buildings...it takes a lot of time to pixel big factories
