You have to wait for them to build, make sure they have water/power and build schools and parks to raise demand

One question: what version?

Increase your water supply. Are those farm, or industrial zones?

If industrial, build a farm zone also.

Build a school if you can. Make sure you have pipes underneath the new zones.

I use 1.2.84 version. Yes electricity and water is connected but I cannot buy schools yet. There is parks there. I have waited for over 30 minutes for them to build and the bottom yellow zone is farms.

My taxes are 7%. What I did just now was raise the taxes to 20% and everyone moved out but then I koved it back to 7% and then a few houses were made while some were empty so it didn't make much difference.

They moved out because taxes were too high, the lower your tax the happier they are, but the less income you make. It's all about balancing

My other towns have not had this problem. This is kinda new to me. I've had this game before boats were implemented and I haven't had this problem before.Image

No I was testing something. I raised the taxes and then I lowered them back to 7%. I know it isnt the taxes. When I click on a house their biggest concern is health but I don't have access to a doctors office.
