First of all you must activate Debug Mode.
Keep in mind that these regions require enough RAM to be generated, so if you have a low-resource device, the game may crash.

And to make it easier for you, you have tools like: Console region generator tool
Which allows you to do it much easier, since it is more visual.
After it is ready you can upload it to Online Mode.
Keep in mind that depending on the size of the region it will cost you more diamonds (or region coins if you are on the steam version).
