Found this level 1 residential, looks really cool, I tried to use it in a military base but since it's a house it was unhappy.

In this case: Buy the military package.

Yes, but then there wouldn't be space for inhabitants

I wouldn't mind that, in real life empty bunkers would be in a Military Base so Troops can move underground if needed.

Honestly it makes less sense having people in them right now

I have two questions about that:
1) Let's say I I built my own tanks as an addition to the military base, they are inspired by the original tanks but not the same model (so not a reskin or anything), would that be okay?
2) Let's say the airport is finally published and it contains certain ground textures for taxiways and parking positions etc., would it be possible to make plugins with different planes sitting on these textures (or textures that resemble the original textures in color and design, but are actually different textures)? Because it would be very interesting to have different airlines (that may nod to real-life airlines, you know Lufthansa. Emirates, KLM and so on). Would that be okay?

Yes, that would be okay. That's a disadvantage of the plugin system, users may create even better content than our own paid one.

Yes, I think that's suitable. I would like to add different airlines, too. You should then be able to select which planes should be used in your airport

Ah I see, it would be okay, but you probably wouldn't be very happy about it.
Although, if I made a replacement for the drivable tanks (which is possible, right?) players would still need to have the military plugin first to use them. Otherwise these tanks would just be props on a lot, decoration basically, without the capability of driving around, so in this case it probably wouldn't really be a competition to the original content.
I still have the opinion, by the way, that you should have sticked to the original plan of making a premium version separate from the free version. The ability to use plugins could have been a feature of that. Sure, people would have complained at first, but that would have settled over time.

Like Lobby has mentioned multiple times, a premium version wouldn't have done as well money wise as the current system.

That depends, the problem is most people just wait for diamonds and don't buy them
