"Added Neighborhood Commercial" What is it?

Updated to 286, saw the change log (finally the 278 problem is fixed), and saw "Added Neighborhood Commercial". I had never seen a NEA commercial in the game, so what is it?

Tap on the city name and then on the most right tab. The other cities are your neighbors. You cannot trade with sandbox mode cities.
