Having this issue too. This is bad, as I love seeing multiple building levels in only a single group of a zone :roll:

That has to do with the amount of demand. The building manager can only build one type at the same time.

Do you play in regular mode?

I experienced this is Sandbox, not sure if also happens at Regular mode
