Ok. I like the idea. But:

Currently the top comes off first.and is probably the best way generally. Why? Because, it would probably be faster to remove and rebuild than the alternative would be. If you had the choice of what to remove, there would have to be a dialog box for each tile that had multiple roads, wires, etc. If you chose a large area to bulldoze, that might take five minutes or more to answer all those questions.

I don't think its necessary, you can just easily rebuild overpasses, right?

This is a small map and I will not reach 30,000 population

It is faster to remove the road from underneath the niche to repair the viaduct and to make it more comfortable
