If we lay asphalt or marble on the ground before building the building, will it be earthquake resistant? I tried this in sandbox mode and the building did not collapse.

To test this, I built two identical buildings and placed processed marble on the ground before building one, and when I went to the disasters section and created the earthquake, neither of them collapsed, but the game continued to give the earthquake alarm. Could the type of building be the reason why they were not demolished?

I lov that topic…please make one method to counter the earthquake…or plant that that can make the ground strong or wall like how to counter the noise
