[Fixed]2 military bugs

1. At default map angle, the tollgates' direction is wrong. (Only at 290)
And when trucks/tanks came to the tollgate, it acts in its unglitched state.
But when you changed the default map angle to something else, the problem is fixed.
2. You can't place military decorations in a military zone anymore.
To still place them inside your military area, you need to remove the military zone. But annoying tollgates randomly appear.
To fix this problem, you need to remove all military zones in the side of the road.
