Banned for comments

Reason: about 2 years ago I wrote comments in the region by Alisoft Megasoft. I didn't write anything bad, I was just trying to make 1000 comments under the city. The owner of the city deleted my comments and it was fun.
I cannot buy cities in the regions, transfer them, write in chat, or pick up gifts. I haven't seen a rule that prohibits writing comments. If possible, unban, or ban just the chat.
