Why do I have so much industry and oil but my rocket has so little fuel?

I'm a long-time player, so I play sandbox mode to try to develop. When it comes to rocket development, there's very little while I have huge resources and a path to the rocket but receive very little.

Strange. Try checking if you are using a normal road (some roads don't allow lorries to circulate) and the industries are fully connected to the rocket launch site
