Problems with this:
1.so you need to ask EVERY SINGLE country owner to make its country cities and compile them into a single freaking region
(Non user owned countries may need to be created by someone)
2. Storage
Meh i think Ricko has enough space for these regions

So what would be interfare with building size and the map would just look weird.
