And as if to add to the game districts and rules that would allow to reduce the cost for the mission and give more money to the city. What do you think?

You will be able to choose the type of residential, leisure, tourist, chandelier, extractive (oil, gas, ore), agriculture, and forestry

Location of the district to the specialization

Trading areas - tourism, leisure, entertainment
Industrial zone - mining (ore, oil, laziness) food
Living-apartment zone

You will not be able to make a big district on the entire map because each district will fit in a particular zone in the city as I have given an example.

If I wanted to do this mode, I would just go play OpenTTD. (Made by the same guy (Chris Sawyer) that made Rollercoaster Tycoon). :P That or I am thinking of a similar game...
