Just wondering, what are the requirements for it?

Is it allowed to be sandbox?

Does it have to be zoned?

Please tell me as I will try to get 1mil on a city soon

It's more fun achieving without using sandbox.

There are no real requirements, show that you've reached 1 mil and it's okay. I hope not too much people will achieve it

Im planning to make a building that has millions of inhabitants

It won't fill up unless you meet it's demands.

And Theotown ignores anything that goes over 500 or so in a 1x1 residential plugin.
