1. You can get power from sandbox cities.

In the picture above, West Hampton is Middle mode, while Southwest Hampton, Hampton, Little Bruington and New Bruington are all sandbox cities.
This is not good considering it is possible to get unlimited power from a sandbox city 'cause then you just place lots of power plants.


NOTE: The more I think about this, the more I think this is not a glitch, but I'm still sure it's one.

It's OK. So far as I know, none of my cities have received more zero Theons or paid more than zero Theons. I think they're all self sufficient.

Yeah. Like I said, I saw it and thought it was a glitch, but then the more I thought about it...
It makes sense.
