Hi everyone i want to ask about achievement "Black Hole Of Failure" how do you guys complete it?

I'm android player, so when i tried to complete this achivement after THREE successful tries, when i start rocket, it falls and again two more times, i don't collect this achivement, maybe because i was playing in sandbox mode, maybe because i haven't got any citizens, maybe because something else, but how do you complete it?
