Simple road - 16 32x16 pixel tiles.
One way needs 64 frames, but still 16 if you reuse the first 16 3 more times.
Bridges - 16 32x32 pixel frames.
Traffic lights - 4 32x16 pixel frames if you make your own.
Alley - one or more 32x16 pixel decoration frames if you make your own.
