This is my suggestion to make individual cities working as like a region,
when placing a road outside the border of the city, there should be an option to select which city the road will go to or which place and have cars from the selected city come from the current city. cause right now i feel bored at individual cities for not having tourists only the inhabitants inside.
would be great if this is implemented

then whats the point of the roads in individual cities if they dont connect outside.

What's odd is that when you place a road at the edge of a map it says, "Do you want to connect with other cities?"

Its not odd. Its good if you still wanted to see banners even in individual cities.

It is not a bug at ALL. Lobby planned it, and I also liked it. You could just leave a single tile if its bothering you
