Population Updating

For some reason, my city, which its population is completely rich, cannot update population (A.K.A. the number changes) unless a handful of people from the other levels to live in the city too as well. Why is this, and is this a bug or just so your city can't be 100% biased?

Lower levels (RCI) are more dense than TTT ones.

So the density of poor buildings make the population not grow or shrink bigger than by 1 person every in-game day or week? Odd

Only poor people can move into your city, therefore you may not get TTT without T and TT first.
