Game had Cargo Rails before?

I found this pic while searching random stuff. Interesting. This is what i love to see in the game: cargo trains for another way of industrial transpo
Why are they removed, or unimplemented tho?

Thise trains TOOK alot of spaces, so thats why its unimplemented

I think it was just an attempt by Theo in somewhere around 2008~2009 and
No you can't get the game because it's coded in old codes so I think new computers can't run it
