Administrative Structure of Theotown

:D Proposal: Municipal District Boundaries & Civic Infrastructure Framework
Target Platform: TheoTown Vanilla Engine
Feature Category: Management / Local Governance & Civic Customization
Status: Feature Proposal for Developer & Community Consideration
1. Executive Summary & Objective
TheoTown’s core urban simulation relies on the classic Residential, Commercial, and Industrial (RCI) engine. While market-driven private development functions well within these zones, civic and administrative gameplay currently lacks structural depth beyond individual ploppable utility buildings.
This proposal introduces the Municipal District Boundary & Civic Infrastructure System. Rather than altering or adding a fourth zone type to the hardcoded RCI pathfinding engine, this feature provides an interactive overlay system that allows players to draw administrative district perimeters, assign custom leadership titles, implement localized policies, and build modular, stat-boosting government complexes.
2. Core Mechanics
A. The District Boundary Overlay Tool
Boundary Creation: A new drag-and-fill area selection tool (located under the Management Tab) allows players to enclose custom tile coordinates.
Custom Naming & Title Assignment: Once a perimeter is defined, players can name the district and set custom leader titles:
District Titles: Capital Sector, Special Economic Zone (SEZ), Imperial Prefecture, Metropolitan Borough.
Official Titles: Prime Minister, High Mayor, Regional Governor, Municipal Director.
Dynamic Information Panel: Clicking a designated district opens a localized HUD displaying specific population counts, average land value, tax yields, and transit congestion metrics.
B. Localized Policy Management
Instead of applying blanket rules city-wide, players can toggle district-specific policies directly within the district HUD:
Tax Adjustments: Set custom tax offsets (\pm 1\%\text{ to }3\%) for specific RCI sectors inside the district boundary.
Traffic Control: Toggle heavy-truck bans, strict toll gates, or public-transit-only mandates within sensitive city centers or residential areas.
Security & Service Priority: Redirect police patrols and fire coverage to prioritize designated capital or financial sectors.
3. The Civic Infrastructure & Ministry Progression Tree
Civic buildings function as anchor structures that drive surrounding land value and provide localized/city-wide bonuses without altering base zone logic.
Buildings and Tier system
Tier Building Structure FootprintPrimary Buff / Effect
Tier 1 Local Municipal Center4 \times 4Unlocks district boundary tools; grants +5\% local police efficiency within boundary.
Tier 2 Ministry of Finance6 \times 6Decreases interest rates on emergency loans; grants +10\% commercial tax yield inside assigned district.
Tier 2 Ministry of Transport6 \times 6Reduces maintenance costs for elevated highways, rails, and subways across the region by 15\%.
Tier 3 Ministry of Security6 \times 6\vert{} Eliminates riot risks within its influence radius and boosts local high-wealth ($$$$) commercial demand.
Tier 4 Supreme Federal Parliament 8 \times 8Elevates city-wide General Happiness by +3\% and dramatically increases regional land value.
4. Architectural & Aesthetic Integration
Real-world government centers are designed as fixed, handcrafted plazas rather than dynamic zones. To support realistic urban design:
Plazas & Pedestrian Boulevards: Civic buildings seamlessly connect with wide custom pavement tiles, flagpoles, fountains, and monument decorations.
Spillover Growth: The massive land-value boost surrounding a Ministry complex naturally drives private developers to spawn high-density ($$$$) commercial office towers on adjacent RCI tiles, creating authentic financial/administrative corridors.
5. Technical Viability & Engine Efficiency
Zero RCI Engine Overhead: The proposal operates entirely as a UI overlay and stat modifier. It does not modify worker commuting algorithms, demand bars, or building spawn logic.
Backward & Plugin Compatibility: Because standard RCI mechanics remain untouched, existing custom plugins, save files, and tile layouts will not experience conflicts or breaking bugs.
Modding Community Friendly: The district overlay and policy system can be exposed via the Lua API, allowing community modders to write custom district policies, leader titles, and specialized government buildings.
