I think it would be cool if there was an option to make Military vehicles patrol the city,

Maybe to stop riots or something

Nice idea. You can already do it in your city though. If you plan right. Build normal sections of the city. Then surround them with military zone. With a road not enclosed so that civilians can get in and out.

I know you can do it, even if you just connect t your road to Military Base a few trucks go onto the highway, but it would be cool if all of them did, and stayed out until ordered back

Looks epic Maybe the option should be in the HQ? Like you would go into HQ and press a button between patrol city and base

Maybe now you when your vehicles are on patrol the UFO event has less chance of happening but the downside is they cause traffic?
