Should the service (e.g. for trash) be needed even if you didn't bought the package? If no, the addon would increase difficulty. If yes, you would be forced to get the packages (SimCity style with traffic porblems)...

No should just be for the IAP

The whole point of service is looking after things like trash ect, which is what the package is for

If it works like the military base. What I mean is there is no UFO disaster automatically if you have no military base. So the service should only be needed if ýou place the service provider in the city. Otherwise, there might be a remove (disable) option for the package for 25 diamonds if someone decides they don't like the additional difficulty.

I think "trash service" must individual and then name new content "large main service package" they include police HQ, main fire station, medical center.
