Or I have to build a military base first before they spawn

No, UFOs start their automatic appearances since you built the first missile silo (meteorites are also produced)

Yes, even you bought the military package there will be no tape of Independence Day in your city even building a missile silo wont make them appear often.

I think you need rocket launchers for them to spawn. Idk really.

I had a 1 missile silo and 3 launchers in Great City. I still havent met an unfriendly visitor yet

Yes, no UFOs will be spawned unless you spawn them manually or build missile silos.

The minute you build a Rocket Launcher (not missile silo) they will start to have a chance to spawn. So you are best only putting in rocket launchers when you finish your city, unless you love destruction

Im gonna try to copy Great City, place hundreds of launchers and silos. Lets see what will happen
