does anybody know the secret behind getting the commercial skyscrapers to spawn? I've tried everything that i could think of. If anybody could offer me a tip it would be appreciated by this mayor of the city Hamburg.

Have you tried lowering taxes?
You may need to upgrade demand? I think in reality it goes like this! Residential>Industrial>Commercial.
If you do High demand or dense commercial you will have more chance of getting skyscrapers.
Place parks, education, police and fire nearby and it SHOULD work.

That is what i do and it normally works.

Thanks. Taxes are lowered to 1 percent. I also have alot of industrial, and dense commercial. Maybe it takes time idk. I always place lots of services around all my zones. Everything is in the green. I'll.play around and see what happens.

Go to Setting --> Other. Turn on the debug mode. You could build all buildings.

This <probably> should be in Game Discussion but anyway,

Skyscrapers mainly spawn when you have over 50k people and your rating is in the 90's, if you build new zones and build all the demands they will build. Commercial Skyscapers are a lot rarer though so you will still only see them here and there

Just don't build too much dense commercial area, no more than you have of dense industrial zone. They like parks, sport, fire and police protection, and bus stops.
