I can't change my land terrain to water terrain ,I selected the terrain button an d selected water terrain ,I tapped a billion times in the tiles but it doesn't turn into water terrain ,even I have 7,000,000 dollars in the game.

You can change land to water tiles only when they are directly near other water tiles. Now when i think about it, if you have no water on your map you can't have water at all. It would be nice if we could put water anywhere, not only near other water tiles, you would often save lots of money too.

Should be changed perhaps, that's true.
