Hello Alan,
Most houses can´t be build directly in TheoTown.
First you need to have a power and a water supply.
Then you have to build roads and water pipes.
After that you need to set areas for
1. industrial buildings (yellow)
2. residental buildings (green)
3. commercial buildings (blue)
Wenn industry starts to grow they need workers and creates a demand for labours.
Residents will come to town and build houses in the green areas.
More people in your town means more demand for commercial areas, that leads to more demand for industry, that leads to more demand for labours and so on....
