How to merge regions?
Also what about disease?

Region cant be merged
Diesase is a cut Disaster that needs an ambulance to resolve

You can't merge regions and I don't know why you think you would be able to

disease is a event (similiar to fire or crime) that just doesn't work yet but his ment to be the use for ambulances

You can merge regions, it just takes a bit of know-how and graph paper. You just need do move some files and rename them. I won't go into detail here but you'll find links most of the region tutorials here:
